This is a pre-solicitation notice for a commercial acquisition using FAR parts 12 and 15. THIS PRESOLICITATION NOTICE IS NOT A REQUEST FOR PROPOSAL. VENDORS SHOULD NOT SUBMIT FORMAL PROPOSALS UNTIL THE RFP IS POSTED TO THIS WEBSITE. This synopsis is not to be construed as a commitment by the Government nor will the Government pay for the information resulting from this posting.
VISN 9 - VA Medical Centers has an ongoing requirement for Home Oxygen Services to Veteran patients served by its six medical centers and its associated outpatient clinics. Contractor shall provide all transportation, labor, fuel, parts, and supervision for the furnishing of home oxygen as identified within the Statement of Work. The total number of oxygen patients at each VA site is subject to change. The Home Oxygen Program, Pulmonary Section, Medical Service, at all VISN 9 facilities admits patients into the Home Oxygen Program after performing assessment of their clinical condition. The Contractor will furnish home oxygen and respiratory equipment, conduct in-home assessments and re-assessments by respiratory therapists, set-up and provide documentation of patient education. The Contractor will transact business only with the appropriate officials of VISN 9, VA Healthcare System, Department of Veteran Affairs, and in no case solicit services from VA beneficiaries, except to contact the VA beneficiary for delivery and/or pick up arrangements as ordered by the VAMC. Lexington VA Medical Center"s with 2 campuses
Louisville, KY VA Medical Center
Memphis, TN VA Medical Center
Huntington, WV VA Medical Center
Mt. Home, TN VA Medical Center
The procurement is 100% Small Business Set-Aside. The NAICS code for this requirement will be 532291 with a size standard of $30 million. Any resultant contract will be effective for a Base Period of performance of one year, with four one-year Options to extend the contract at the Government"s discretion. Services will be at such times and in such quantities as required, FOB destination.
The Government intends to award multiple firm fixed price IDIQ contracts in accordance with all terms, conditions and provisions. The Request for Proposal will be a best value/tradeoff source selection process in accordance with FAR 15.101.
It is anticipated that the Request for Proposal will be posted to this site on or around February 20, 2014. Offerors should continue to monitor FBO for the RFP and any subsequent Amendments to that RFP. THIS IS NOT A REQUEST FOR PROPOSAL AT THIS TIME.
