1.1 The District of Columbia Office of Contracting and Procurement, on behalf of the Department of Insurance, Securities and Banking seeks a contractor to provide fifteen (15) Toshiba Portege R930-S9330 laptops. The District contemplates award of a firm, fixed contract. The evaluation criteria for this solicitation will be cost. Offerors must propose on all items to be considered. Offers which do not propose on all line items are non-responsive and are ineligible for award.
