Program of All-Inclusive Care for the Elderly (PACE)

The Program of All-Inclusive Care for the Elderly (PACE) is a community long-term care benefit that features a comprehensive service delivery system and integrated Medicare and Medicaid financing. The PACE program was developed to address the needs of long-term care clients, providers, and payers. The Balanced Budget Act of 1997 (BBA) establishes PACE as a permanent provider within the Medicare program and allows States to provide PACE services to Medicaid members as a State option. To be a PACE Provider, an entity must enter into a three-way contract with CMS and the Division as well as enter into a contract with the Division. The purpose of this RFR is to: (1) articulate the relationship between CMS, MassHealth and the Contractor; (2) introduce the application process as required by CMS; (3) identify the State specific requirements for contracting; and (4) begin the contract procurement process. The PACE contract requirements and selection process are dictated by federal requirements contained in 42 CFR Part 460. Providers may respond to this RFR at any time.
