Perdido Landfill - Landfill Engineering Services Escambia County on behalf of the Department of Solid Waste Management (DSWM) is soliciting letters of interest to perform general and specific engineering services related to the design, construction, operation and permitting of Municipal Solid Waste Landfills, Construction and Demolition Debris (C&DD) Landfills, and Land Clearing Debris Disposal (LCD) Facilities. It is the intent of the county to select and negotiate with multiple (three to five) firms to provide engineering services for the county's solid waste programs. o Completion and submission of permit applications for Class I and Class III MSW Landfills, Construction and Demolition Debris (C&DD) landfills, and Land Clearing Disposal (LCD) Facilities. o Properties and engineering design of geo-synthetic components (geomembranes, geotextiles, geocomposites and geosynthetic clay liners). o Leachate collection, removal and treatment systems. o Landfill gas collection and control systems including Title V requirements. o Surface water hydrology including stormwater conveyances and controls, design, construction and maintenance of wet and dry stormwater ponds. o Application, compliance and reporting under the National Pollutant Discharge Elimination System (NPDES) including preparation of Stormwater Pollution Prevention Plans (SW3P). o Construction management, quality assurance/quality control (QA/QC) of landfill design and construction projects. o Landfill operations including fill sequencing, waste stream analysis /characterization, compaction rates, determination of waste in place and remaining capacity. o Design and construction of final cover systems. o Preparation and submission of financial assurance estimates and permit documentation o Development of geologic and hydrogeological models, cross sections and evaluations relating to ground and surface water flows, landfill gas migration and landfill expansions. o Ground and surface water contamination assessment, design and operation of contamination remediation systems. o Geochemical evaluation of surface and ground water contamination. o Wetlands delineation, mitigation and remediation. o Recycling convenience center design and permitting. o Household hazardous waste center design and operation. o Design of landfill support facilities including but not limited to: o Citizen Drop Off Centers o Leachate pumps, control panels and associated equipment. o Electrical distribution systems including emergency generator systems. o Scales, scale house design, and software integration.
