This Notice of Agreement is intended to announce the Information Technology Division (ITD) and the Executive Office of Public Safety and Security's (EOPSS) entrance into an agreement with OpenCape Corporation, a Massachusetts nonprofit for the purchase of an indefeasible right to use fiber on the backbone broadband network to be built by OpenCape.
