PRESOLICITATION NOTICE - FRESH MILK (NAICS 311511)

Vendor to provide Fresh Milk Products; i.e. such as but not limited to: Milk; Whole, 2%, 1%, Nonfat (Skim), in 8oz cartons, gallons, and 3-5 gallon dispensing cartons; Half & Half cream; yogurt; and ice cream, with 2-3 days per week delivery schedules to VA facilities in VISN 1 (Rhode Island, Connecticut, Massachusetts, Vermont, New Hampshire, and Maine). The resultant award will be a firm fixed price Indefinite Delivery Contract (IDC) with a delivery performance period from October 1, 2013, through September 30, 2014. Anticipated solicitation package issuance date is on or about August 19, 2013. NAICS code for this procurement is 31151.

Award will be made on best value for the Government. Evaluation factors will include past performance, delivery capabilities, pasteurization milk compliance of 90 or more as certified by the cognizant State Milk Sanitation Rating Officer, plant inspection, and price.
