The District of Columbia Office of Contracting and Procurement, on behalf of the Office of the State Superintendent of Education - Student Hearing Office ("SHO") (the "District") is seeking contractors to serve as impartial Mediators for special education disputes. Voluntary mediation is available to allow parents and public agencies to resolve disputes involving any matter under the Individuals with Disabilities Education Act, Part B and C (IDEA: 20 U.S.C. Section 1400 et seq.; 34 C.F.R. Parts 300 and 303, §§300.506, and 303.431), including upon the filing of a due process complaint with regard to a public agency's proposal or refusal to initiate or change the identification, evaluation, or educational placement of the child or the provision of a free appropriate public education to the child; and/or upon the filing of a State Complaint pursuant to 34 C.F.R. §300.151 et seq. The SHO is the District office that administers IDEA special education due process hearings and mediations for the State Education Agency, the Office of the State Superintendent of Education (OSSE.
