The Department of Veterans Affairs, Network Contracting Office (NCO) 17, anticipates awarding a Multiple Award Task Order Contract (MATOC) for general construction requirements, design-build, renovation, maintenance and minor repair services for facilities within the specified Service Area Office - West (SAOW) located at North Texas Veterans Health Care System (NTX) Dallas, TX., 75216, Central Texas Veterans Health Care System (CTX) Temple, TX., 76504, South Texas Veterans Health Care System (STX) San Antonio, TX., 78228, and Valley Costal Bend Veterans Health Care System (VCB) Harlingen, TX., 78850. Work will primarily support the VA Medical Centers on a case-by-case basis and other locations within VISN 17 as designated by a Contracting Officer.

The target number of Indefinite Delivery-Indefinite Quantity (IDIQ) contracts resulting from the upcoming solicitation is five. Each contract will include two base years and three one-year option periods. The maximum ordering amount of an individual task order is $1,200,000.00 with a minimum ordering amount of $2,500.00. The total amount of all orders placed against all contracts awarded shall not exceed $40 million over the life of the contract including option years. Task orders will be issued on a competitive basis to the awardees of this solicitation at the Government"s option. Task orders will be firm-fixed price.

The North American Industry Classification System (NAICS) Codes will consist of the following: 236220 with a size standard of $33.5 million, Commercial and Institutional Building Construction; 238210 with a size standard of $14.0 million, Construction, repairs and alteration of Electrical Systems (ES) Construction, repair and alteration of Mechanical Systems (e.g. HVAC systems, and controls.); 238220 with a size standard of $14.0 million, Construction, repair and alteration of Plumbing Systems; 237110 with a size standard of $33.5 million, Construction, repair and alteration of Water & Sewer Lines; 237310 with a size standard of $33.5 million, Construction, repair and alteration of Highway & Street; 238910 with a size standard of $14.0 million, Construction, repair and alteration of Site Preparation. A concern is considered a small business if its average annual revenue for the last three years is less than $33.5 million. This requirement is 100% set aside for small business concerns. The Government intends to award five IDIQ contracts to Certified Service-Disabled Veteran-Owned Small Business (SDVOSB)

The method of procurement shall be Request for Proposal (RFP) in accordance with FAR Parts 15 and 36, with anticipated issued date of approximately October 5, 2012. This requirement is a competitive offer, Set Aside 100% for SDVOSB, under Public Law 109-461 (38 USC 8127).

All sequential task order(s) shall be issued as competitive Invitation for Bid (IFB), unless determined emergency sole source under the requirement.

The solicitation will be available for download no earlier than October 5, 2012 following the posting of this synopsis. Telephonic requests for the solicitation will not be honored. When issued, the solicitation will be available via the Fed Biz Opps website, http://www.fbo.gov . The proposal due date will be noted on the solicitation at the time of issue.
