HI 13-41 – Meaningful Use (MU) ONC Certification

INTRODUCTION The Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting proposals and subsequently awarding a Single Award, Firm-Fixed-Price Indefinite Delivery, Indefinite Quantity (IDIQ) contract for Electronic Health Record Services. DESCRIPTION Electronic Health Records (EHR) testing services using the 2014 Edition Test Method that was formally approved on December 14, 2012 by the Office of the National Coordinator for Health Information Technology (ONC HIT) that is now in effect for use in the ONC HIT Certification Program (http://www.healthit.gov/policy-researchers-implementers/2014-edition-final-test-method). The services shall be provided by an Accredited Testing Laboratory (ATL) under the ONC HIT Certification Program that became fully operational on October 4, 2012. The Contractor shall provide the services listed below: 1. EHR testing services using the 2014 Edition Test Method that was formally approved on December 14, 2012 by the ONC that is now in effect for use in the ONC HIT Certification Program (http://www.healthit.gov/policy-researchers-implementers/2014-edition-final-test-method). The services shall be provided by an Accredited Testing Laboratory (ATL) under the ONC HIT Certification Program that became fully operational on October 4, 2012. 2. EHR certification services provided by an ONC-Authorized Certification Body (ONC-ACB). 3. Technical assistance with questions VHA may have regarding the 2014 Edition Test Method. For the convenience of the Federal government, VHA prefers to contract with a single vendor for both services listed above. Per ONC"s website on the ONC HIT Certification Program (http://www.healthit.gov/policy-researchers-implementers/onc-hit-certification-program), "it is possible for a single organization to serve as both an ONC-ACB and an ATL, as long as a firewall is established between testing and certification services.

ADMINISTRATIVE
The solicitation will be issued as a "Request for Quote" (RFQ) conducted in accordance with Federal Acquisition Regulation (FAR) Parts 12 and 13. The solicitation will be advertised as a total Small Business set-aside. The applicable NAICS code is 541512 with a size standard of $14.0 million. The solicitation will be issued on or about January 29, 2014 for approximately 7-10 calendar days. The anticipated contract period will include a 12 month base period, with two (2) 12 month options to follow, with an anticipated award date of April 15, 2014. Offerors will be required to submit their offers electronically via email to [email protected].

This notice is not a request for competitive offers. Questions of a technical nature will not be answered as part of this notice; however, all general questions may be submitted in writing to the issuing office via email at [email protected]. Telephone calls will not be accepted. The VA reserves the right to use only Federal Business Opportunities (FBO), via the internet, to provide notification of any amendments to this notice and the subsequent issuance of the solicitation. It is the contractor"s responsibility to view FBO daily for any amendments to this notice and the subsequent issuance of the solicitation.
