The Department of Veteran Affairs (VA), Acquisition Service - Frederick (AS-F), 8490 Progress Drive, Suite 100, Frederick, Maryland 21701 intends to issue a Request for Proposals (RFP) for contractor services to provide Financial Process Improvement, Audit readiness and Remediation (FPIAR) services. The overall objective is to:

a. Eliminate financial management weaknesses and deficiencies identified during the annual audits,
b. Assist in addressing external auditors inquiries,
c. Improve the preparation of VA"s financial statements, and
d. Maintain an unqualified audit opinion.

VA is requesting contractor support to provide audit readiness services and conduct comprehensive assessments and review of audit needs and resources; develop audit readiness plan(s) and work with the VA and program staff to implement the plan; respond to auditors" inquiries and assist in preparing documents required by the auditors; participate in the annual audit process; provide written feedback to VA that will improve financial and reporting processes with a view to improving the overall preparation for and conduct of subsequent audits; and any other tasks that may be assigned on a day-to-day basis, contingent on the need of the audit.

This acquisition is a 100% Total Small Business Set-Aside. NAICS: 541611, Size Standard is $14.0 million. A Multiple-Award Indefinite Delivery Indefinite Quantity (IDIQ) contract type is anticipated.

The solicitation and specifications will be issued and made available on the Federal Business Opportunities (FedBizOpps) website: http://www.fedbizopps.gov on or about August 23, 2012, with proposals due on or about September 6, 2012. These dates are subject to change. All amendments to the solicitation will be likewise posted on FedBizOpps. A solicitation mailing list will not be compiled and amendments will not be sent out in paper copy.
