Synopsis:
This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in subpart 12.6, in conjunction with the policies and procedures for solicitation, evaluation, and award as prescribed under FAR 13.1, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
(ii) The solicitation number is VA-241-14-Q-0990 and is issued as a Request For Quotation (RFQ)
(iii) The provisions and clauses incorporated into this solicitation document are those in effect through Federal Acquisition Circular 2005-74, May 30, 2014. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulations (FAR) and Veterans Affairs Acquisition Regulations supplement (VAAR) can be accessed on the Internet at https://www.acquisition.gov/far/ (FAR) and http://vaww.appc1.va.gov/oamm/vaar (VAAR)
(iv) This solicitation is issued as a small business set aside. The North American Industry Classification System (NAICS) code is 333415, and the size standard is 750 employees.
(v) This requirement consists of one (1) line item:
Provide Custom Trailer for A300CU Portable Generator
Located at the Bedford VA Medical Center, Bedford MA. 01730
Contractor shall provide a new trailer for an Armstrong Power Systems A300 CU portable generator. The existing unit is mounted on a trailer with a single wall fuel tank; the unit needs to be mounted on a double wall fuel tank with the options listed below:
1. 16,000 lb. trailer/tank
2. Tandem axle
3. Channel style bed dimensions
4. 375 gal double wall removable tank
5. Spring axles with electric brakes
6. 215/75/17.5 tires
7. Safety chains with slip hook
8. 3" Pintle ring adjustable HD
9. 12,000 lb. front jack
10. 7000 lb. rear stabilizing jacks, 2 each
11. Diamond plate fenders
12. DOT lighting and reflective tapes
13. License plate holder with light
14. 7 pin trailer plug
15. Corner tie down brackets
16. Break away kit with charger
17. Diamond plate tool box, lockable
18. Fuel gauge
19. Electronic sending unit, 240-30 ohm
20. Prevent fuel cap with 2" coupler
21. Leak detection switch (Fuel)
22. Vent
The contractor will remove the generating unit from the existing trailer and provide a complete installation on the new trailer.
The contractor shall provide all labor, materials, testing of the unit, and shall provide training to approx. 6 Bedford VA Electricians on the new trailer and the accessories.
Contractor is responsible for all site visits to collect all information required on the unit, and is responsible for pick-up and delivery of the unit to and from the Bedford VA Medical Center.
Contractor shall provide all documentation and manuals on all new supplied and installed equipment.

(viii) 52.212-1 Instructions to Offerors - commercial Items, apply to this solicitation with the following addenda,
(ix) 52.212-2, Evaluation - Commercial Items: FAR provision 52.212-2 applies to this solicitation.
The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
(i) Technical capability of the item offered to meet the Government requirement
(ii) Price
(iii) Past Performance
Technical and past performance, when combined, are significantly more important than price.
(x) 52.212-3 Offeror Representations and Certifications - Commercial Items- Offeror's are to include a COMPLETED COPY OF PROVISION 52.212-3 WITH THE SUBMITTED QUOTE, unless offeror has a current ORCA certification. A copy of the provision may be attained from http://www.arnet.gov/far;
