541-12-124 Enhance CARES A Level Plaza

The Louis Stokes Cleveland Department of Veterans Affairs Medical Center (LSCDVAMC), 10701 East Boulevard, Cleveland, Ohio, 44106 has a requirement for Project 541-12-124, "VAMC ENHANCED CARES A LEVEL PLAZA". This acquisition will be solicited pursuant to the Veterans" First Public Law 109-461 as a 100% Service Disabled Veteran-Owned Small Business Set-Aside. The SDVOSB contractor is required to perform a minimum of 15% of the construction work on the project. This does not include paperwork, submittals, etc.

The contractor shall furnish all supervision, labor, tools, materials, supplies, and travel, to perform work under this project. The work will include but not be limited to general construction, alterations, mechanical, plumbing, fire protection, electrical work, utility systems, asbestos abatement, necessary removal of existing structures, construction, and certain other items. The work shall include but not be limited to Monumental signage structure at the corner of E105th and East Boulevard. This is to be a sculptural and iconic element signifying the entrance to the Wade Park campus.
o Sun sail shading system to shade approximately 1000 square foot. of the plaza. Including weather resistant sail shades, cabling, painted steel columns, and foundations Intention is for the
Sun sails to remain in place year round and the sails, columns, and foundations are to be
Sized and angled to withstand snow loads.
o Provide landscape enhancements including additional plantings where appropriate.
o Provide base and lighting for VA provided sculpture in existing raised garden.
o Provide additional site lighting that would enhance the items constructed in this project
o Provide patient gardening areas/planters, areas for seating, and irrigation system for garden
Between the west side of the CARES Tower and E105th St
o Provide ornamental fencing along concrete barrier wall that runs along E105th St and East
Boulevard - approximately 750 linear feet.
o Provide prox card reader access/lock to existing fence gate on west side of CARES Tower.
o Provide therapy training amenities for SCI patients. Amenities will include a curb ramp,
concrete steps, and 1:12 ramp as specified on pages 3?182 thru 3?184 of the Spinal Cord
Injury/Disorders Center Design Guide located on the TIL. These items are expected to be
located adjacent to the concrete walk along the A?Level plaza on the west side of the Cares
Tower.o Incorporate stair access to VA provided flags near monumental signage.
The work to be performed will be at the Cleveland VA Medical Centers, Wade Park Division, and 10701 East Boulevard, Cleveland, OH 44106. The applicable NAICS code is 236220 with a size standard of $14.0 million. The Government intends to award a firm-fixed-price contract. The period of performance shall be 210 days from the Notice to Proceed issue date. This notice is not a request for competitive offers. A pre-proposal conference shall be held April 11, 2013 at 1:00 P.M. Location - Engineering Service Conference Room - 6th Floor - 1620 East 105th Street. In accordance with VAAR 836.204, Magnitude of Construction is expected to be between $300,000.00 and $500,000.00. Offerors must be listed in the VetBiz.gov Vendor Information Pages at www.vetbiz.gov, currently registered in Central Contractor Registration, www.ccr.gov and have completed online Representations and Certifications at http://orca.bpn.gov.
