Region 1 Office of Information & Technology (OIT) Consolidated Local Exchange Carrier (LEC) Services
The Department of Veterans Affairs (VA) intends to issue a solicitation on or around March 12, 2014 for Local Exchange Carrier (LEC) telecommunication voice and data services to all VA Office of Information Technology (OIT) Region 1 sites. These sites include VA Medical Centers (VAMC), Community Based Outpatient Clinics (CBOC) and other field and program offices and other remote users that are geographically dispersed throughout the western United States (US). VA has a need for continuous telecommunication and data services to conduct day-to-day operations to support Veterans. VA anticipates a Full and Open commercial acquisition. This notice does not in itself represent the issuance of a formal request for proposal/quote and is not intended to be taken as such.
Description
VA OIT intends to acquire LEC services for Region 1. VA Region 1 Telephone Business Office (R1 TBO) has the overall business and management responsibilities for all Region 1 telephone and data services. The desired outcomes of the overall project include providing LEC services, such as delivering, installing and maintaining or disconnecting, telephone and data circuits within VA facilities in Region 1. The recurring voice and data services include Plain Old Telephone Service (POTS), Digital Subscriber Line (DSL) service, High Speed Internet Services, Metro Ethernet Services, Primary Rate Interfaces (PRI"s), DID (direct inward dialing) service, and Centrex Service. It will also provide Local Voice Telecommunications features to include but not limited to call forwarding, call waiting, voice mail, conference calling, and call blocking.
Services shall be provided at VA facilities located in Region 1 which includes the states of Alaska (AK), Arizona (AZ), California (CA), Colorado (CO), Hawaii (HI), Idaho (ID), Kansas (KS), Montana (MT), Nebraska (NE), Nevada (NV), New Mexico (NM), North Dakota (ND), Oklahoma (OK), Oregon (OR), Texas (TX), Utah (UT), Washington (WA), and Wyoming (WY). The proposed project will allow Region 1 OIT to centralize management of LEC services and accomplish its goal of reducing overall telecommunications expenses.
