Building 1 New Front Entrance

The Lebanon Veterans Affairs Medical Center (VAMC) intends to issue an Invitation for Bids (IFB) for the acquisition of a new front entrance for Building 1 (Project #595-11-125). The Project includes general construction, alterations, mechanical and electrical work, necessary removal of existing structures (canopy and entrance at Building 1) to create a connecting corridor from Building 1 to Building 104. The new entrance will contain two (2) corridors with vestibule areas to connect the two (2) existing buildings with shallow ramps. The proposed plan is about three-thousand (3,000) square feet. The magnitude of the Project is between $1,000,000 and $2,000,000. Work shall be performed at the Lebanon VAMC located at 1700 South Lincoln Avenue, Lebanon, PA 17042. The acquisition will be accomplished using the procedures described in FAR Part 14. The solicitation, including specifications and drawings, will be available for download from http://www.fbo.com/ on or about 3 February 2014. Interested parties will be responsible for downloading copies of solicitation (and any subsequent amendments) from that website, and no hard copies will be made available. Bids shall be due no less than thirty (30) calendar days after issuance of the solicitation. A pre-bid conference/site visit will be scheduled and announced in the solicitation. The period of performance shall be five-hundred and thirty-five (535) calendar days from the issuance of the Notice to Proceed.
Set-Aside Information: The solicitation will be issued as a 100% service-disabled veteran-owned small business (SDVOSB) set-aside. This acquisition is subject to the North American Industry Classification System (NAICS) code of 236220, with a size standard of $33.5 million Offerors must be registered and certified in VetBiz (http://www.vetbiz.gov/) as a SDVOSB at the time of bid opening in order to be considered for award. Offerors must also be registered in the System for Award Management (SAM) database (http://www.sam.gov) and complete online Representations and Certifications at (http://www.sam.gov).
This procurement is subject to the availability of funds in accordance with FAR 52.232-18 - Availability of Funds (APR 1984).
