The National Cemetery Administration issued a requirement for Grounds Maintenance under Solicitation Number: VA786-13-R-0327 at the Baton Rouge National Cemetery.

Contractor shall provide all labor, materials, equipment, tools and supervision to complete grave excavations and backfilling, and grounds and facility maintenance services to maintain approximately 8 acres, including outside perimeter Baton Rouge National Cemetery, 220 N. 19th Street, Baton Rouge, Louisiana 70806 within all NCA standards (available from National Cemetery).

Contract period will consist of a base period from October 1, 2013 through September 30, 2014, with up to four (4) one-year options to extend the term of the contract through September 30, 2018 if exercised. Units and services to be in accordance with Performance Work Statement, Technical Specifications, terms and conditions contained in this solicitation.

The contractor shall provide all personnel, equipment, tools, supervision, and other items and services necessary to ensure that grounds maintenance is performed at Baton Rouge National Cemetery in a manner that will maintain healthy grass, trees, shrubs, and plants and present a clean, neat, and professional appearance throughout. Services include, but are not limited to maintenance of grounds, regular mowing, weed eating, removal of leaves and debris, as well as, sweeping or blowing off roads and sidewalks, maintenance of gravesites and headstones, and the alignment and washing of headstones, headstone installation and maintenance, turf maintenance, plant and tree maintenance, sunken grave repair, grave excavation and backfilling, trash removal, snow and ice removal, placement and removal of flags, and janitorial services. All work will be done during normal Federal workdays in daylight hours. The exceptions are Memorial Day weekend and other special days as requested by the Contracting Officer"s Representative (COR).

The Government will award this solicitation as a Firm Fixed Price Service Contract in accordance with the criteria contained in 52.212-2.

Contractor is responsible for the following:

1. Providing all grounds maintenance services including, but not limited to: Maintenance of
Grounds, regular mowing, weed eating, removal of leaves and debris, as well as, sweeping or blowing off roads and sidewalks, and trash removal.

2. Turf Maintenance: Proper fertilizing, weeding, sodding and seeding of turf.

3. Turf surrounding a headstone or marker is trimmed to its recommended height.

4. Plant and Tree Maintenance.

5. Maintenance of gravesites and headstones.

6. Headstone cleaning and maintenance.

7. Headstone Setting and Alignment

8. Sunken grave repair.

9. Grave excavation and backfilling

10. Snow and ice removal.

11. Placement and removal of flags.

12. Provide a safe working environment for Contractor, cemetery staff and general public.
13. Clean and sanitize public restrooms.

14. Clean and organize maintenance building.


This acquisition is 100% Service Disabled Veteran-Owned Business Set-Aside. The NAICS Code is 561730. Size standard is $7 Million.
